dc.description.abstractIn some ways the Planning Commission is a unique institution. It is the chief Staff agency - the nerve centre of national thinking on matters of planning and development. Though its primary role is as an advisory organ of Government, the Commission has come to exercise significant influence over the formulation of public policies even in matters other than that of economic development. In a way, its advisory role extends over the entire administration of India.
