Abstract

Government of India decided to undertake a Rural Works Programme in the Chronically Drought affected areas of the country, with a view to mitigate the scarcity conditions in these areas. the emphasis under this new programme was on the construction of civil works of permanent nature as it would contribute to the mitigation, if not the total eradication, of the scarcity condition in these areas.
