Abstract

Dr. Rakesh Mohan. Deputy Governor, Reserve Bank of India, Dr. Sankar Kumar Pal, Director, Indian Statistical Institute, Kolkata and Dr. K.L. Krishna, Former Professor, Delhi School of Economics, New Delhi attended the meeting as Members. The Committee was assisted in its deliberations by S/Shri A.K. Saxena, Joint Secretary, Shri S. Chakrabarti, Director (SSD) and S. Dhar, Director (NSC). Initiating the discussion, the Chairman of the Search Committee desired to know the stature and functions of the National Statistical Commission (NSC), the status of its Chairman and Members. The position was duly clarified by JS (Admn.), Ministry of Statistics and Programme Implementation. It was also clarified that the Search Committee is required to recommend a panel of three persons for the post of Chairperson and two each for the posts of Members and the Chief Statistician of India (CSI) in the order of merit for the consideration of the Competent Authority in the Government of India. The GOI notification dated 1.6.05 provides for a part time Chairman and four part time Members. The CSI, besides being exofficio Member Secretary of the NSC, will be full time Secretary in the Department of Statistics. The Committee also noted that the Secretary, Planning Commission will also be an ex-officio Member of the NSC. The Committee was also informed that the draft terms and conditions of appointment of Chairman, Members and the CSI as proposed by the Ministry of Statistics and Programme Implementation after clearance by the DOP&T and Ministry of Finance was submitted to the Cabinet Secretary on 28.2.06 for seeking the approval of Hon’ble Prime Minister. The file was submitted by the Cabinet Secretary to the Hon’ble Prime Minister on 1.3.06.
