Abstract

“Road to Welfare State,” issued by the Ministry of Community Development, outlines India’s post-independence commitment to building a welfare-oriented social order grounded in constitutional ideals of equality, justice, and collective progress. Drawing upon the vision articulated in the early years after independence, including the emphasis on a socialist pattern of society where private enterprise coexists with social ownership for the common good, the document situates national development within the broader historical context of colonial exploitation, partition-induced upheaval, and the urgent need for reconstruction. It highlights the introduction of Five-Year Plans as structured instruments of economic transformation, with the first plan focusing on agricultural and industrial recovery and the second expanding into heavy industry, agrarian reform, and balanced development. Central to this vision is the Community Projects Programme, inaugurated in 1952, and the complementary National Extension Service, both designed to mobilize grassroots participation, promote local self-governance, and strengthen rural infrastructure, education, health, and agricultural productivity. The document underscores the importance of training personnel, fostering people’s organizations such as panchayati raj institutions, and encouraging self-help initiatives to ensure sustainable development driven by community engagement rather than top-down imposition.
