Abstract

I am most grateful to the Education Ministers for having stayed on for a day more in Srinagar at my request. I am also grateful to the Chairman and Members of the Education Commission, whose report is going to make a large impact on the future of educational planning for the courtesy of having accepted my invitation to be present at this meeting so that we could also have the benefit of their interim and tentative thinking on any problems which you might seek their guidance. My reason for thus encroaching on their valuable time is the anxiety of the Planning Commission to establish personal communication with them in order to explain its thinking on educational planning during the Fourth Plan period, obtain their own thoughts on the same, discuss priorities, and come to an understanding on the problems of implementation.
