Draft Sixth Five Year Plan 1978-83 Government of Manipur Department of Social Welfare

Abstract

Primer to the creation of the Social Welfare Department in Manipur, the Education Department used to implement some programmes of Social Welfare nominally, which was, among other things, due to the shortage of staff and fund. The programmes pertaining to the various aspects of Social Welfare viz. welfare of the child, women, infirm and aged, handicapped, delinquent and neglected children etc. could not be implemented in full. The persons in need of welfare services, though no less great in number by the time, could not avail themselves of the benefits of the welfare programmes as there was no Department dealing with programmes exclusive for the welfare of these people. Therefore, the plan provision for Social Welfare Programme allotted during the 5th Plan period to the Education Department was nominal.
