Abstract

The period from 1952 to 1958 sees a significant rise in registered unemployment among educated youth in India. For matriculates, the unemployment at Exchanges grew from 38.5% to 50.7%; for intermediates, from 14.5% to 19.6%; and for graduates, from 26.0% to 26.3%. This trend mirrors broader economic challenges tied to rural-urban migration, with urban unemployment most acute among the educated demographic. Notably, urban labor force projections indicate an increase from 26.4 million to 37.6 million by the end of the Third Plan, necessitating job creation to prevent unemployment from rising from 2.48 million to 3.53 million. The document stresses that adequate employment opportunities must be established to accommodate the anticipated growth in the educated workforce and advises on enhancing rural employment conditions to mitigate urban pressures.
