The Draft Annual Plan for Tripura (2010-2011) outlines a comprehensive framework aimed at promoting sustainable and inclusive development in the state, building on historical challenges and demographic realities. Tripura’s economy, historically reliant on agriculture and forest-based activities, is experiencing gradual diversification, with the tertiary sector contributing 53% of the GSDP as of 2008. Key economic indicators highlight a steady increase in per capita income from ₹14,119 in 1999-2000 to ₹28,806 in 2007-08, while poverty remains a pressing issue, with approximately 68% of the rural population below the poverty line. The plan prioritizes seven critical sectors—agriculture and irrigation, drinking water, housing, road connectivity, education, healthcare, and rural electrification—focusing on equitable improvements for marginalized groups, including Scheduled Tribes and Scheduled Castes. Recognizing the state’s topographical and infrastructural constraints, initiatives like Gramoday and Nagaroday promote local participation in development. Demographic insights reveal a rural-dominated population of 3.557 million in 2009, with significant tribal representation. The plan also emphasizes human development, noting an improvement in the HDI from 0.45 in 1991 to 0.59 in 2001. Financial allocations, including a total of ₹885,200 lakhs for sectors like YA8S Sports & Youth Services, demonstrate a strong commitment to youth development and infrastructure investment. With strategies aligned to the 11th Five-Year Plan, the government seeks to achieve a 10% GDP growth target through enhanced agricultural productivity, improved connectivity, and public-private partnerships. Overall, the Draft Annual Plan 2010-2011 reflects Tripura’s commitment to poverty eradication, inclusive growth, and socio-economic upliftment, providing a roadmap for addressing developmental challenges while promoting equitable prosperity across all segments of society.
