Abstract

The Second Five Year Plan (1956–1961) of India presents a comprehensive strategy for the integrated development of irrigation and power resources to accelerate agricultural productivity and economic growth. Recognizing the vast yet underutilized water resources of the country, the plan emphasizes large, medium, and minor irrigation projects aimed at expanding irrigated areas and improving water management practices. Simultaneously, it outlines ambitious targets for enhancing hydroelectric and overall power generation capacity, alongside rural and urban electrification initiatives. Substantial financial outlays are allocated for infrastructure development, flood control measures, and systematic investigations, including hydrological surveys and soil assessments. The plan underscores inter-state cooperation, administrative efficiency, and the use of indigenous resources to ensure timely and cost-effective project implementation.
