dc.description.abstractArticle 10 of the Constitution of India requires that though State shall take steps to organise Village Panchayats and endow thorn with such powers as may be necessary to enable thorn to function us units of self-government. On the basis of this Directive Principle of the Constitution the organisation of Village Panchayats has boon undertaken in West Bengal us a part of the development programme under the Five-Year-Plan. It has not yet been possible to enact Panchayat legislation for the State of West Bengal. A draft Panchayat Bill, which has been drawn up by this Department, is now being examined by a Cabinet Sub-Community and it is expected that it would be possible to enact a Panchayat legislation very soon.
