The study of High Yielding Varieties Programme in India commenced in 1967-68 with the first survey by the Programme Evaluation Organisation of the Planning Commission. It became part of a research collaboration between the Programme Evaluation Organisation and the Research School of Pacific Studies of the Australian National University in 1969 with the objective to analyse the progress regarding the spread of various high yielding varieties of cereals, viz. wheat, paddy and three hybrids— maize, bajra and jowar—in different parts of the country since the inception of the High Yielding Varieties Programme.
