Abstract

The High-Level Evaluation Committee’s 1984 review of the Central Statistical Organisation (CSO) provided a detailed framework to enhance India’s statistical capabilities. Key recommendations emphasized strengthening consultation and coordination with Central Ministries and State Governments, establishing dedicated Analytical Units for advanced data analysis, and improving methodologies in agriculture, industry, and housing statistics. The committee advocated for clear distinctions in agricultural and non-agricultural data, accurate measurement of industrial growth, and robust publication practices for National Accounts Statistics. Structural reforms included appointing expert leadership, creating statistical cells at the state level, and implementing staff training programs to ensure effective data management.
