Abstract

The draft Second Five-Year Plan of Orissa provides for a total outlay of Rs. 121.24 crores. The First Five-Year Plan, with subsequent additions approved by the Planning Commission, provided for a total outlay of Rs. 20-04 crores. The Second Plan of the State has been prepared keeping broadly in view the main objectives and principles set out by the panel of Economists for the Second Five-Year Plan of the country and accepted by the Planning Commission. In working out the details of the State Plan, however, and in the allocation of this total outlay between the different sectors of development, special account has been taken of the needs and requirements of the State, with its very under-developed economy, and the capacity of its various executive agencies, with the strengthening that will take place under the Plan, to implement a big programme of development.
