It highlights the dual purpose of CRs: to improve the performance of employees in their current roles and to assess their potential for future career opportunities. The document stresses the responsibility of Reporting Officers to provide objective, impartial, and constructive evaluations of subordinates, while also ensuring that targets and expectations are clearly communicated at the beginning of the reporting period. Reviewing Officers add a second layer of assessment to enhance fairness and objectivity, offering additional remarks or independent evaluations, particularly in cases of vague or adverse reporting. The brochure outlines the periodicity of reports, provisions for officers under transfer or suspension, and exceptions for routine Group ‘D’ staff, along with guidance on maintaining confidentiality and avoiding conflicts of interest, such as reporting on close relatives.
