Abstract

The Working Group Report on Health Care Services for the Tenth Five Year Plan (2002–2007) presents a comprehensive framework to strengthen India’s health system across primary, secondary, tertiary, and superspeciality care levels. Recognizing the critical role of Primary Health Centers (PHCs) as the foundation of national health improvement, the report emphasizes upgrading infrastructure, ensuring adequate medical supplies, and providing comprehensive funding to all sub-centers. Addressing manpower shortages, it recommends strategic planning and training programs for health professionals, including midwives and local specialists, to improve maternal and child health outcomes. The report identifies urban health challenges, highlighting the need for expanded infrastructure and effective referral systems for the 25–30% of the urban population lacking access to basic services. Strengthening public health systems through disease surveillance, laboratory support, and environmental health monitoring is prioritized. The convergence of health and family welfare services, along with inter-sectoral coordination across health, environment, and rural development departments, is emphasized for efficient service delivery. Funding allocation strategies are suggested to reflect regional demographic needs, while public-private partnerships are encouraged to leverage resources and advanced medical technologies.
