Abstract

1997-98 was the first year of the 9th Five-year Plan. The strategy, size and thrust of 9th plan, however, became uncertain at the National level because of the fall of the ruling front of the Union Government towards the end of the year. However the State witnessed further improvement in its drive towards normalcy, especially in the valley.
