The basic objective of the National Five Year Plans is to provide a sound foundation for sustained economic growth for increasing employment opportunities and improving living standards of the masses of people. The First Five Year Plan laid emphasis on agriculture, irrigation, power and transport and communications so as to prepare a base for subsequent rapid economic development of the country. The achievement of immediate objectives of the First Plan helped in laying the foundation for a much bolder and ambitious development programme under the Second Plan touching almost every aspect of the community life. In the Second Plan, a very high priority was accorded to the establishment and expansion of basic and heavy industries.
