Agricultural Production includes ‘Land Development' and ‘Consolidation of Holdings, Soil Conservation’ includes ‘Dry farming’ ; ‘Panchayats’ covers outlay for training, organization, etc, General Education’ includes ‘Cultural programmes, Health’ includes ‘Rural Water Supply in respect of Cols Urban Water Supply and sanitation in respect of Cols. 5 to 7 only, Social Welfare’ includes 'Public Co-operation Schemes, Local Bodies’ ’includes Grants and loans for development schemes to Urban as well as Rural Local Bodies not covered under other heads, Provision during Second Plan in respect of Flood Control and Ravi Canal/Kathua Canal was outside the ceiling of State Plan, Anticipated Outlay 1956-01 under Roads includes 10% expenditure only on Leh-Kargil-Road.
