Summary Record of Third Development Commissioners Conference on Community Projects at Ootacamund ( 27th May to 31st May, 1954 )

Abstract

It is not my intention to make a long speech. I propose to say to you as briefly as possible what the basic ideas of the N. E. S. and Community Projects are, and in what manner we would like this movement to be worked out in States. As you all know, there is no difference between the N. E. S. and the Community Projects idea. The principles underlying these are the same. The only difference is that the N. E. S. movement is a permanent one and the Community Projects movement represents a temporary acceleration of the progress of development in selected areas. The Principles, the methods of work, the 'ideologies’ are the same but in the Community Project areas—they are areas selected out of N. E. S. Blocks—we attempt for a temporary period of three years a more intensive development programme.
