Abstract
Preparation and implementation of Five Year Plans and Annual Plans is one of the most important instruments for General Economic Development of the State. The essential goals of planning are creation of employment opportunities, improvement of standard of living of the people below the poverty line and attainment of self-reliance and creation of infrastructure.
