dc.description.abstract"The gap between planning and implementation is well known. Slippages in implementation schedule have become rule rather than exceptions with the inevitable result of cost over-runs. To help identify such slippages and initiate timely action, the need for monitoring and evaluation as an integral part of implementation process has been recognised in the earlier Hans. The Sixth live Year Plan- (1980-85) document (paragraph 8.5(ii) laid down the following guidelines for projects:- ""lt is essential that for each soheme/project included in the Sixth plan, whether in the State sector or in the Central sector, a firm, time-table is dran up consisting at least of the following major components"
