Abstract

The Handbook on Direct Benefit Transfer (DBT) provides comprehensive guidance for implementing India’s DBT system, aimed at enhancing efficiency, transparency, and accountability in public welfare schemes. Launched in 2013, DBT facilitates direct monetary transfers of pensions, subsidies, and scholarships into beneficiaries’ Aadhaar-linked bank accounts, leveraging financial inclusion to minimize leakages. The handbook outlines roles and responsibilities for district and state administrators, contributors, and verifiers, alongside detailed workflows for beneficiary data verification, fund transfer via the Centralized Public Financial Management System (CPSMS), and technical validation protocols. Key operational strategies include phased implementation, training for officials, monitoring through CPSMS, and improving banking access via Business Correspondents. By integrating technology, process re-engineering, and inter-agency coordination, the DBT framework aims to improve targeting, reduce fraud, and streamline welfare delivery, ultimately contributing to socio-economic development and poverty alleviation in India.
