Abstract

Document on Approach to Eighth Five Year Plan, 1990-95, prepared by the Planning Commission in May,1990 and approved by the Cabinet, recommended for adopting a new approach envisaging decentralisation of the planning process involving not only reorientation on the focus and priority of planning but also the processing mechanism, to ensure that the needs of ordinary people and the quality of their lives become the Central focus of planning, allocation and use of resources reflect the overall social concern and priority in a long-term perspective.
