Abstract

In allocating resources within a plan size of Rs. 125 crores, the urgent need, for intensifying our effort in productive sectors has been fully kept in view. Accordingly, foremost priority has been given to agriculture and allied programmes. In sectors like irrigation and power, greater emphasis-has been given to the projects which are likely to give benefits in the near future. On the other hand, long gestation projects have to be necessarily staggered. The allocation for the social services sectors have been kept to the barest minimum, and the proposed outlays, by and large, will meet spill-over liability only. For minimum needs programme also the allocations had to be kept at the barest minimum level to accommodate within a plan size of Rs. 125 crores.
